The Challenge

An international NGO relied on a local foundation’s qualified channel to receive donations and support its programmes. When the foundation declined renewal, operations faced disruption. An independent local entity offered greater stability, but registration would take more than a year and required careful alignment of local responsibilities and governance.

Our Approach

Working with legal advisers, we researched regulatory pathways and consulted relevant authorities and foundations. We assessed around 100 potential host organisations and shortlisted more than ten, then developed cooperation proposals with substantive joint management. In parallel, we designed staggered host arrangements and a longer-term registration and governance framework.

The Outcome

The work preserved donation and programme continuity within the immediate deadline. Two independent host arrangements with staggered renewal cycles reduced reliance on a single channel. A longer-term local governance design addressed legal representation, board authority, funding and succession, providing a basis for registration and regulatory review.
